The role of delegates in the Draft Constitution of Cuba

The reform of the Constitution of the Republic of Cuba highlights the importance of the delegates to the Municipal Assembly of People's Power.

The Draft Constitution of the Republic of Cuba, Article VIII "Local Organs of People's Power," (Chapter II), establishes the Municipal Assembly as the highest local body of State power in its territory. In this way, it expresses that the delegates fulfill the mandate conferred by their constituents in the interest of the entire community, having among their duties, promoting the participation of the voters in the solution of the problems and informing the Municipal Assembly and the Administration of the territory about their opinions, needs and problems.

Likewise, Article 193 states that the People's Council is a local body of People's Power, invested with the highest authority to carry out its functions, -without constituting an intermediate body-. It controls local production and service entities.
