The restoration and maintenance of the historical center of Artemisa raises hopes and joy beyond its borders. Most of our municipalities are in urgent need of repairing some building of interest and to undertake comprehensive projects for the future.
In addition to their antiquity, our municipalities have exceeded their housing possibilities; maintenance, replacement and growth of the housing fund has been insufficient; services are at the limit (aqueduct, sewerage, roads, transportation and others) since they have not expanded to the same rhythm than the inhabitants. The same happens with communal cleaning, aggravated by social indiscipline and other negative behaviors that hinder the normal functioning of life (scandalous music, attacks on public telephones, parks and public places, damages to the heritage, etcetera). The need to recover, maintain and make sustainable the historical centers of our small towns grows day by day. It has been the subject of analysis at municipal and provincial governments. However, the realities outweigh what has been done, always little and insufficient.
It is not a question of building a showcase that conceals the abandonment of the rest of the city, or "make up" one or two blocks leaving the causes that multiply the problems; it is necessary to create living centers, a change of consciousness, culture, history and services that advocate social and identity values, genuine of the locality and of the whole nation; that their institutions, shops and units promot the development and life of the community, because without the initiative or energy of the population nothing will be possible.
