How does Cuba guarantee people participation in state management? What are the largest structures in the exercise of democracy on the island? Who are invested with the highest authority to exercise the functions of government in districts?
These and other questions put us in front of the singularities of the cuban socialist model, which is based on the real and effective participation of citizens in government tasks to the bodies of People's Power. In the ariguanabense territory delegates seek for opinions, consult the population, validate a policy. Voters have duties to achieve integration in community work. In my view, they should eliminate certain formalities that affect the exercise of people’s power. As legislative bodies are representative institutions of state power by which it is given real, institutional, regular and systematic participation of the people, voters have total confidence in delegates. That's why they are accountable to their constituents.
Improper act of some administrations can not become a limiting factor, because the role of the delegate is to require the Administration Board to fulfill the mandate for which they were selected. In addition, the delegate is entitled to request renewal or revocation of an administrative leader who does not have conditions. I consider that one of the most important challenges of our delegates should be to give continuity to the Economic and Social Guidelines of the Party and the Revolution and continue perfecting our People's Councils.
